Disability Inclusion Bill 2023 (ACT)

At the invitation of Ms Suzanne Orr MLA (ACT Government Whip and Member for Yerrabi), the ALA has made a submission on a preliminary draft of the Disability Inclusion Bill 2023 (ACT) (Bill). The Bill – which is expected to be introduced to the ACT Legislative Assembly before the end of 2023 – aims to promote inclusion of people living with a disability in the ACT community, by removing existing barriers to help ensure full participation, equity, and inclusion.

In our submission, the ALA welcomes the shift in language that is evident in this Bill in relation to the way disability and disability inclusion are defined. The ALA supports an approach that grounds reform in the social model of disability and orients its goals of disability justice through the lens of structural disadvantage. We also express support for justice being included as one of five priority inclusion areas named in the Bill.

Additionally, the ALA presents recommendations on ensuring that future consultations with people living a disability, as envisaged throughout the Bill, are accessible to all people living with a disability.
