Integrity and Other Legislation Amendment Bill 2023

The ALA has been authorised to publish a submission we made to the Queensland Parliament’s Economics and Governance Committee (‘Committee’) in July regarding the Integrity and Other Legislation Amendment Bill 2023 (‘Bill’).

This Bill reflects many of the recommendations for lobbyist and lobbying reform made during reviews of Queensland’s public sector by Professor Peter Coaldrake AO and by Mr Kevin Yearbury PSM. In our submission, the ALA noted our support for increased transparency of government processes and reforming Queensland’s public sector integrity framework to that effect.

In relation to the Bill, the ALA expressed our support for the reframing and restructuring of what is considered a ‘lobbying activity’ in the Integrity Act 2009 (Qld), which includes logical exemptions for activities like “responding to a call for submissions”. Further, the ALA also contended it is appropriate that particular entitles will not be required to be formally registered as a lobbyist under these reforms, including not-for-profit entities and member-based entities.

The Committee’s report will be tabled by 1 September 2023.
